Correctional Treatment Specialist (Deputy Case Management Coordinator - Complex)

Formulates institution supplements to ensure Bureau of Prisons' policies are properly implemented at the institution level in the area of case management. Implements BOP case management policy at the institution level by signing procedural memos and conducting training for affected staff. Provides technical assistance and serves as a resource for institution and administrative staff in case management and related areas. Conducts regular meetings with case managers and unit support staff to present the position of the institution administration regarding Bureau of Prisons' policies and institution procedures. Serves as complex duty officer with all the responsibilities which are incumbent in that assignment. Reference checks institution candidates for case manager positions at the complex. Through a memorandum to the unit manager, the incumbent may provide input into case manager performance evaluations. Serves as coordinator for and liaison with the U.S. Parole Commission, U.S. Probation Service and the Federal Courts. Works as a part of the institution administration to develop plans, policies, and procedures for institution management. Serves as the administrator of the Central Inmate Monitoring program at the institution level, providing direction, technical expertise, and review of the implementation to ensure proper application of policy. Serves as the institution coordinator for witness security cases. Supervises the certification of staff in central inmate monitoring procedures and is responsible for the proper operation of the institution screening and locator center. Provides technical assistance and training with regard to community corrections centers as they relate to the institution and serves as the primary contact person for community corrections managers. Provides quality control of official correspondence prepared for the Warden's signature by case management staff. Makes recommendations regarding staffing and internal assignments of case management staff. Monitors victim/witness and financial responsibility programs to ensure compliance with policy requirements. Under the direction of the Case Management Coordinator, conducts internal audits and assesses policy compliance at the complex. Assists in conducting program reviews and staff assistance visits at other facilities when requested by regional staff. Performs other duties as assigned by the Case Management Coordinator, Warden and Associate Warden which are consistent with the primary case management functions, i.e., serving as Executive Assistant in an acting capacity or by administering other programs as a collateral duty. The incumbent of this position serves as a management official. Technical supervision of employees in specific occupations is not exercised. Incumbent oversees a program, policy or procedure or may assist in planning, directing, coordinating and evaluating policy. He/she exercises independent judgement and discretion on a regular and recurring basis. The employee's primary duties have a significant effect on the formulation or execution of management policies or programs. Management policies may range from broad national goals to specific objectives of a local institution. Policy formulation may be accomplished either directly by making policy decisions, or indirectly by developing proposals acted on by others. Incumbent has sufficient authority to make significant determinations that further the accomplishment of program objectives. He/she may identify operational or program issues, and initiate corrective action or recommend solutions with limited review or revision. Changes in policy may result as a consequence of the action taken by the employee. Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and are performed one regular and recurring basis. To be considered for the position, you must meet the following:
Basic Requirements:
A. Degree that included at least 24 semester hours of course work in the behavioral or social sciences. OR B. Combination of education and experience - that included at least 24 semester hours of course work in the behavioral or social sciences, and that provided applicants with knowledge of the behavioral or social sciences equivalent to a 4-year degrees shown in A above. Evaluation of Education - Courses such as sociology, correctional administration, criminal justice, government/political science, psychology, social work, counseling, and other related social or behavioral science courses may be used to satisfy the 24-semester-hour requirement. Evaluation of Experience - Experience must have been gained in (1) casework in a correctional institution or in another criminal justice setting; (2) counseling in any setting, provided it required diagnostic or treatment planning skills to achieve specific social or occupational goals; or (3) work treating persons in need of social rehabilitation. There is no substitution of education for specialized experience for this position.
Experience:
At least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the particular qualifications to successfully perform the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are:
Experience in monitoring classification teams andvictim/witness and financial responsibility programs to ensure compliance with policy requirements. Experience in correctional treatment and inmate systems management philosophies, management techniques, investigative procedures, staff planning, security requirements, personnel management practices and equal employment opportunity practice. Experience in working with the administration to develop plans, policies, and procedures for management. Credit will be given for paid or unpaid experience. To receive proper credit, you must show the actual time (such as number of hours worked per week) spent in the activities. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
